{"id":20267,"date":"2025-06-20T16:15:38","date_gmt":"2025-06-20T16:15:38","guid":{"rendered":"http:\/\/new.kgumsb.edu.bt\/?page_id=20267"},"modified":"2026-02-25T09:33:44","modified_gmt":"2026-02-25T09:33:44","slug":"centre-for-simulation-based-training","status":"publish","type":"page","link":"https:\/\/www.kgumsb.edu.bt\/index.php\/centre-for-simulation-based-training\/","title":{"rendered":"Non-Communicable Disease Centre"},"content":{"rendered":"\n\n\n<p style=\"text-align: justify;\"><span style=\"line-height: 2; font-family: Roboto;\">The Service with Care and Compassion Initiative (SCCI) is a national effort to strengthen the\nprevention and management of Noncommunicable Diseases (NCDs) across Bhutan. Building\non the WHO Package of Essential Noncommunicable (PEN) Disease Interventions\nintroduced in 2015, SCCI aims to ensure comprehensive, continuous, and coordinated care\nfor patients living with chronic conditions.\n<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"line-height: 2; font-family: Roboto;\">Following the 2016 PEN clinical audit, important gaps were identified in service delivery,\nincluding inconsistent adherence to treatment protocols, inadequate follow-up of patients,\nlimited monitoring of hypertension and diabetes control rates, and weak referral coordination\nbetween health facilities. To address these challenges, the Ministry of Health (MoH), with\nsupport from the World Health Organization, implemented the PEN HEARTS package in\nselected districts. This introduced the \u201c7 R and 3 C\u201d approach\u2014focusing on robust teams,\nreliable refills, responsive referrals, real-time monitoring, and coordinated chronic care.\n<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"line-height: 2; font-family: Roboto;\">In 2021, these interventions were expanded under the SCCI framework, integrating stroke\ncare, early cancer detection, and palliative care into the broader NCD service spectrum. By\nthe end of 2021, nine districts were covered, with plans to scale up to 20 districts through a\nthree-way partnership between the MoH, District Health Authorities, and the Khesar Gyalpo\nUniversity of Medical Sciences of Bhutan (KGUMSB).\n<\/span><\/p>\n<span style=\"line-height: 2; font-family: Roboto;\">Under an Agreement for Performance of Work (APW) with WHO, KGUMSB is playing a\ncentral role in strengthening NCD service delivery nationwide. Key contributions include:<\/span>\n\nEstablishing the Bhutan NCD Centre for Excellence at KGUMSB.\n<div>Developing standardized NCD training courses for all health workforce cadres as part of Continuing Medical Education, in collaboration with the Bhutan Medical and<\/div><div>Health Council and MoH.<\/div>\n<div>Launch of NCD courses through a strengthened Learning Management System(LMS)<\/div>\n<div>Identification of teaching districts for field-based learning of health assistants, nurses, MBBS interns, and postgraduate trainees<\/div>\n<div>Supporting MoH in organizing NCD service management for health care providers in the districts<\/div>\nSupported MoH in developing a dashboard for NCD\n\n\n<p style=\"text-align: justify;\"><span style=\"line-height: 2; font-family: Roboto;\">The SCCI reflects Bhutan\u2019s commitment to equitable and compassionate health care delivery,\nespecially for rural and remote communities. By combining technical standards, workforce\ncapacity building, real-time monitoring, and academic leadership, the initiative aims to\nimprove health outcomes and ensure sustainable, high-quality chronic care services\nnationwide.\n<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"line-height: 2; font-family: Roboto;\">Through this partnership, KGUMSB reinforces its mandate as a national leader in medical\neducation, research, and health systems strengthening by supporting Bhutan\u2019s journey toward\nresilient, people-centered healthcare.\n<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"line-height: 2; font-family: Roboto;\">As the country\u2019s medical university, KGUMSB is uniquely positioned to integrate education,\nand research under one platform. Establishing the NCD Centre within the university ensures\nthat updated clinical protocols and quality assurance mechanisms are embedded into both\npre-service and in-service training. This approach strengthens workforce capacity in a\nsustainable manner rather than relying solely on short-term project-based interventions.\n<\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"line-height: 2; font-family: Roboto;\">By situating the Centre at KGUMSB, routine service data can be systematically analyzed,\ntranslated into evidence, and used to inform policy, training, and continuous quality\nimprovement initiatives.
